Is Orbeetle the best dual screens setter?
It has a respectable 60/110/120 bulk, okay speed at 90, u-turn for momentum and not to mention recover.

You conveniently forgot to mention how passive it is and how it's horrible defensive type undermines its good bulk. Imo, not counting A-Ninetales, Grimmsnarl is the best setter, as it does a similar role to Klefki before with the ability to actually deal damage and even threatening with a BU set. After Grimm, stuff like Koko or Eleki are the next best thing as they are strong on their own, fast enough to ensure screens are on and have Volt Switch

It matters if they can set up in your face and you can't afford to run Taunt unless you're giving up either recovery or momentum, two of the points OP mentioned
