Besides, my confusion stems from the fact that balls are harder to get than an item that maximizes all of your IVs. I don't see the logic behind that.

Because it's a Dream Ball, you only get 1 per save file unless you get insanely lucky from the E4 rematch reward which is a waste of time.

It's one of the largest draw of collectors and the trading community. Catch one thing in Dream/Apricorn etc and trade it for another limited quantity ball.
