Why do people blame GameFreak when TPC is truly responsible for the current state of the franchise?

You're right, Game Freak has zero control over the state of the franchise. In fact, TPC directly told them exactly what Pokémon ideas to make and how they should be drawn, TPC told them to cut Pokémon, TPC told them that the story has to be garbage and that the game world has to be empty. I would say that TPC are the true developers of this game, in fact Game Freak are innocent and not involved in the mainline games at all. Praise Masuda.

The thing is we don't know who makes what decisions. Junichi Masuda and Tajiri do have voting power in TPC. For example it's very well possible that Nintendo and Creatures are willing to take the load off Gamefreak by allowing remakes to be made by other studios like Nintendo works with Grezzo but a Gamefreak Executive wants the remake profits for his own company.
