VGC and TCG are both very fast-paced games, but in the TCG there's more moves to make during a turn so there's more room for error.
You can shit on the TCG for its luck factor but cards that draw & search are very common and there's a mulligan rule so whether or not you have X card isn't much of a gamebreaker. The real issue are attacks with variable damage based off coin flip but thats a meta-dependent thing. Plus the fact that the video games are pretty luck based too lol
This doesn't necessarily mean TCG > VGC though. VGC is more diverse than the TCG because of how much you have to focus on a couple types in TCG. As a result its way harder to overcome a bad type match up in the TCG and so you have a more centralized game, this in turn feeds into the justified gripes of TCG being flowchart-y.
