well i guess it's not direct but that's the vibe i got from her e4 rematch defeat dialogue. straight up says she'll let you live which implies there was a possibility of otherwise

She was also a news reporter and is featured on the Holo Caster. Almost everyone had these and Team Flare apparently made them and would spy on people's messages whatever they want.

Team Flare seems to been the evil team with the influence in their respective region.

The problem is that the law is a reactionary force. Lysandre can make serial killer rants all he wants but until he finally starts attempting to kill people the most that would happen is he gets put on some kind of watch list. Same thing in real life. Until someone actually commits a crime, they can't be detained by law enforcement.
