Because GF/TPC are busy marketing and shipping characters for waifufags/fujos after they realized children don't care about Pokemon anymore

the monsters became a secondary thought in the franchise, which is why they are investing so much on a dating game (Masters)

I've been told that's because GF doesn't own the rights to any pocket monster, despite making them. The deal they made with Nintendo to help fund the first games gave them the rights to the pokémon. If true, no wonder Game Freak doesn't care about making more/good creature designs now.

Anyway, I assume it never happened because you would need pretty good 3D modeling and animations for a game like that and by the time they did they figured Amie was good enough
