Raikou should have been the fastest Pokémon in the game and have had an ability as stupidly good as Electric Surge or Transistor... it's not fair, Raikou is a million times cooler than Regieleki or bottom-barrel garbage like Tapu Koko, they don't deserve to be better in battles
