If there's a significant number of magikarp being played, you might want to keep it in mind when making a team so you aren't running all Pokemon who run moves that can't touch Magikarp. If absolutely 0 people used Landorus then it wouldn't matter how good of a Pokemon it was. You shouldn't ever have to consider running into it.
It's literally how a meta works. Tiers in fighting games essentially work the same way.
