I find funny the scorbunny line is the only canon fire type that cannot breathe fire

This, it also just learned Blaze Kick, so it really doesn't need to breathe fire and not have to rely on ember (pyro ball) all the time to use it's fire moves.

It's probably just Goh's Scorbunny line, they need to show that his Scorbunny is 100% evolving into Cinderace as its Ember already look like Pyro Ball.
Scorbunny and Raboot can use Ember from their mouth in the game just fine.

No shit, all its fire attack animations have it kicking. Its feet generate enough heat to spark a flame but it on its own it cant create fire as say a charmander would

All fire types can learn flamethrower but scorbunny isnt a special attacker. It's just the catch all logic of pokemon, scorbunny is a physical fire type but since all fire moves fall into the umbrella of fire types both special and physical, scorbunny can learn it despite flamethrower not really benefitting it.

Gou's Scorbunny is an exception. That said most of the Scorbunny line uses the pads on it's feet and arms to use fire moves.
