It definitely would've been preferable to fight them at the end of Plasma encounters like where they show up at the tail end anyways like Cold Storage, that one building in Castelia, or Pinwheel forest.
As for the caretakers, I'll say yes on the larger exposition dump. It'd be something rather than basically nothing. One gives you one or two lines you've basically guessed by now and the other is just a heal point. Didn't help that they were just standing in a room at the tail end of the game with no significance. Might've been nice if they showed up with N sometimes or something. Maybe even drop hints of his upbringing gradually or slipped hints that he was being abused and used. Like the anime fucked team plasma, but at least the two of them showed up with N for a bit.
