The least they could do is have Psychic be the Ascended type, which would include the japanese folklore trope of long living mundane animals attaining mythical status through their wisedom. (Kitsune, Nekomata, Seaweed-turtle, seasnail-dragon etc etc)
+ Celestial beings like solrock. Or those can be Ghost types.
Then have fairies be passive(stupid) users of magic; visitors from the parallel reality of the "Fairy Realm". These creatures are ballon like, sugary, semi-aetherial, elf like etc etc. Physics shouldnt apply to them. Biology shouldnt apply to them. (Gardevoir can even breed with Ghosts, another type of visitor from another realm)
I believe this is how the creators first thought of the types, before marketing and game balance messed them up.
Hence, A-Ninetails should be Psychic. It's just an icy fox that got wise.
