There's state representatives and senators, county representatives, state referendums, etc. You don't have to vote for every category. If by "blank vote" you mean to not choose literally anything then that's effectively the same as not voting. You might be counted as having voted since you submitted a ballot but your vote won't count for anything, obviously.
