Like Leon, Raihan adapts to different battles and maies a plan to win. You can see it in-game when he uses different teams in the gym battle, champion cup, and star tournament. All of Galar's gym leaders do it to some extent, but Raihan is better at it that the others. Raihan loses to Leon because Leon is better at inprovising, but if he was challenging another champion Raihan could adjust his team to win.

Even in-universe they're probably carefully worded so as to drum up as much hype as possible without necessarily lying. I think even Raihan's just says that "people say" he could waltz into another league and become its champ.

Lore =\= gameplay. Same reason Vikavolt is slow and Zygarde loses to Xerneas. Basically Raihan could become champ in another region, but SWSH is easy as shit so GF made his movesets garbage.

It’s too bad that they introduced a great concept like a gym leader who uses entirely different types just to set weather and benefit from that. You know, supposedly. Too bad they wussed out on making him really tough. Kabu feels like the hardest at that point in the game.

I think Raihan is a start for something greater in the future. Instead of Gym Leaders specialized in Typings, why don't they (who supposed to be the leading authority of Pokémon battling in their region) specialized and mastering in various battle mechanics instead? Raihan is not a Dragon-type Gym Leader. He is the first Weather Gym Leader. Next, they should make Terrain Gym Leader, Entry Traps Gym Leader. Special Attack Gym Leader, etc. This will finally make Pokémon a truly challenging game.
