Except for Excadrill, Heatran, Landorus-T, Melmetal, Rillaboom, Tyranitar, Aegislash, Azumarill, Bisharp, Crawdaunt, Conkeldurr, Magnezone, Mamoswine, Alolan Marowak, Reuniclus, Rhyperior, Toxtricity, Dragapult, Regieleki, Spectrier, Alakazam, Chandelure, Charizard, Grimmsnarl, Heracross, Mienshao, Weavile, Hawlucha, Kommo-o, Hatterene, and Zeraora.
In fact, it seems like the only offensive mons they don't ban are the ones that are slow, frail, or require setup to be decent. Even though stall has very little speed, no offensive presence, and can do next to nothing to prevent opponents from setting up.
But yeah, I'm sure it's a stall bias.
