Are you basing this off Peony? Because he also doesn't count Legendaries from the base game or Isle of Armour so if that's your argument for counting Ultra Beasts then Zacian, Zamazenta, Eternatus, Kubfu and Urshifu aren't legendaries either.

The game a number of special pokemon. The game separates them in 3 mutually exclusive lists. One of which is >>45335983, one for mythicals and one for everything else (Groudon, Dialga etc). I think they should be sepearate but we can't say that mythicals are limited event only anymore with Deoxys, Celebi and Keldeo not requiring an event to be caught.

So yes. Ultra Beasts are not Legendary Pokemon. Because they are not Pokemon. Especially not ones like Pheramosa which can be caught an unlimited amount in Ultra Space.
