Think about the opportunity cost of using him specifically, he doesn’t do anything spectacular besides hit somewhat hard and because it resists almost fucking nothing and takes chip from rocks you typically die fast despite its defensive stats. You kinda need life orb to be sure you can secure a kill to get your buff, which by that point you have taken at least one hit, may or may not have taken rocks, they have the pick of the litter to come in for free after your kill so they will go to one of the many pokemon who will be able to kill it in one more hit by that point, making you either sack or switch. All this just to use the icy pony when you could have picked literally anyone else. If he wasn’t as slow as the remaining states counting their votes, he’d be alright. I could see him being marginally better when most of the “new” brokens get banned.
TLDR: slow and or bulky ice types historically suck ass because ice doesn’t suit those traits, and he’s more trouble than he’s worth ultimately.
