In gen 3, there were mons that weren't in Hoenn's regional dex, but the mons that weren't obtainable without trading were still in the game's data so if got FRLG or Emerald you could still get the "missing" mons. Meanwhile, SWSH on the other hand cut certain pokemon and they can't be obtained no matter what, unlike in gen 3. How many times have we been over this?
