Why did Game Freak decide to remove Return, Hidden Power and Pursuit? Were they just too lazy to recode the effects of these moves into the games?

Return was popular because it was normal earthquake. The real reason why it was removed is because camping boosts your friendship too much meaning that by the 3rd or 4th camp (which is a healing method) your wooloo starts nuking shit for free. It's not that broken considering it can't be super effective but for story it is.

Gamefreak introduced both Leafage and Branch Poke to give to early Grass type moves to Pokemon where Vine Whip doesn't make much sense.
At the same time, Gamefreak purged Bubble in favor of giving Water Gun to most early Water-type Pokemon.
What part of that makes sense? Pokemon like Krabby and Dewpider have bubbles as a theme.

Bubble was probably kicked out in favor of Water Gun among starters so that their first elemental moves would be more alike, sort of like how Leafage replaced Vine Whip or Razor Leaf. How Ember is the outlier, because it still has a secondary effect.

Normal is a shit attacking type, giving it a common high base power move to compensate for that is completely fine. Nobody except for normals who needed good stab were using it. Removing it and leaving a ton of normals with terrible stab moves is more bad design than anything.

Lando-T's worst enemy when Hidden Power was around was, unironically, itself.
No other Pokemon was running HP-Ice specifically for Lando-T, and if anything it's a stabilizing buff/nerf because it limits its ability to kill other Lando-Ts.

Stuff like competitive Hidden Power legendaries was some of the worst things to grind for and now its thankfully gone. Even ignoring avaliabiliy, giving every Pokemon access to every type coverage they ever wanted is objectively a bad game design. I like how they compensated by giving moves like Mystical Fire and Aura Sphere a better distribution.

Do you even play the game? Weatherball appears as Max Strike before it's selected, but when in corresponding weather it turns into Geyser, Flare, Hailstorm, or Rockfall. Under this pretense, HP would work the same way.

Thing is though that Vine Whip wasn't replaced. Lots of Grass mons still have it.
If you look at their distribution, you can see it's really a flavor thing. Most of the mons who received Leafage could never learn Vine Whip in the first place. It either replaced Absorb (the other early Grass move) or became the Pokemon's new first Grass move, which before was the more powerful Razor Leaf and/or Magical Leaf.
So yeah, Grass types now have four beginning options, depending what fits them best.
Water types get Water Gun (or sometimes Aqua Jet) as a starting move, no matter the design.
