It is, potentially, likely that it was in fact a *teensy bit* inspired by the oarfish, but c'mon now get real. It barely looks anything like one, at all. First and foremost, Milotic is a sea serpent. Myths and legends about aggressive sea serpents (Gyarados) and calm beautiful ones have been common and widespread ideas for centuries. If Milotic HAS to be called one thing, it is sea serpent.
There has never been a consensus as to what sea serpents look like in detail, unlike some other mythical beasts. Thus Milotic is ultimately a somewhat unique creature—it aims primarily to be the calm variety of sea serpent, then includes possibly oarfish, mermaids, the ugly duckling, sirens and even a little bit of unicorn for inspiration to create what is in the end Milotic, and nothing else really specific.

Beauty is always subjective. Inherently. It's completely up to any given person's opinion what is beautiful. What the dex means is that Milotic is "in general thought by common popular opinion to be the most beautiful Pokémon".
I've had this little theory for years though, if I'm allowed to share it: I don't think Milotic represents beauty because of its looks, I think it represents beauty because of its heart—its inner beauty. The Dex says that Feebas is ugly, often ignored, but also hardy, adaptable and strong in battle. Thus, the only trainers who would USE Feebas are those who are capable of seeing value beyond a person's appearance. THOSE people catch and train Feebas, and are rewarded with Milotic. A physical manifestation of inner beauty.
