Owning a lower-tier legendary or mythical CAN be done right in my book (though it pretty much always isn't) but owning a 680-class legend or certain mythicals such as Mew and Celebi are immediate red flags. If it's only a temporary thing for a story arc and they aren't really caught/owned by the OC I guess it falls into the aforementioned "CAN be done well but never is" category, though.

Though it doesn't really apply to my setting, his "highest level" Pokemon would be his starter, Torterra, but he obtains several Pokemon that are naturally stronger than it. I would have to say either Dragonite or Tyranitar, though the latter one is a bit of a different case.
