Look at Landorus-T, a notoriously versatile mon. 85% of people use only the same 9 moves. Earthquake, U-Turn, Knock-Off, Stealth Rock, Defog, Explosion, Stone Edge, Swords Dance, and Toxic.
In gen 7, just add HP Ice and Fly (for Z-moves).
I know 11 moves is more than 4 moves, but it's easy to predict based on context.
