Because GF is stupid. Let's have a water gym leader be the final one but let's make the E4 champ also a water type user. It's not like water has plenty of common weaknesses or anything.

They added a new gym leader to market the game as being different from RS (but without actually making any new gyms) and they still wanted to make use of Wallace. I guess they could've made him the post-game boss but felt that was more appropriate for Steven?

It did though. Kingdra and dragonite are only mutually weak to dragon attacks which you probably wont have, and the two pokemon play really differently. Kingdra is tanky and spams surf and spreads status while the three dragonites are purely offensive with blizzard/fire blast/thunder/outrage. Half of Lance's team isnt dragon either so its not like fighting claire

real reason is because Steven was too easy for lots of players since Swampert and Blazekin demolished his team, i'm pretty sure thats why atleast.

Wallace is a bit harder if you don't have good mons against waters i guess.

GF wanted to have another "Red" character, so they gave Steven a stronger team and put him in a cave you can't access until beating the champion. Making Wallace the champion was the next logical step since he is the strongest gym leader, however keeping the 8th gym as water and having a mono-water champion was a dumb move on GF's part.

Not the first time. GSC had the 8th gym be Dragon and Lance as the Champ. Same with BW2, only with the 7th gym.
