I think it's just coincidental that magearna condenses into a ball
it doesn't really share any other design elements with the tapus like their eyes or lack of mouths, it's an entirely different pokemon

We know from the Spaceworld leak and interviews that Lugia was designed as a movie mon first and foremost and a Johto mon afterwards.
