Rivals usually keep their "early" game mon. The birds are a popular choice for rival teams. Unfezant is just unfortunately a really bad Pokemon. It came after Staraptor and before Talonflame.

Hugh is the beginning of GameFreak's laziness/baby hand-holding difficulty. At least his team has good coverage moves and 4 moves per Pokemon. Can't say the same for Gen6.

Barry is the only old rival who's harder.

Brendan/May have terrible teams while Silver is average at best. Blue is tough with his FRLG version being one of the toughest Champs but Berry gets stronger the more you beat the Sinnoh E4 to the point of becoming the second strongest trainer after Red.

secondly, that is not only solely because Psychic was a busted type in Gen 1, but that's not even close to true if you have a Psychic of your own with ANY sort of coverage, given it's horrid coverage. It's not a complete pushover, but one mon does not make a challenging team, especially given his ABYSMAL his mons' other movesets were in Gen 1 all the way up to the fucking Champions' battle in the original games.
FRLG remedies this quite a bit, but by the time it actually makes a huge difference, he's effectively the champion, in which we'd then have to count in trainers like Hau and Trace who get boons due to shit like Z-Moves and Megas. Blue is not a challenging trainer.

Because they don't know how to world build with teams. He should have been a Dark and Ghost specialist at the end of the game. Because he holds a grunge the whole game and then he doesn't get to resolve it once he find the Purrloin developed a Stockholm syndrome/trauma bond with the Plasma grunt and he couldn't steal it back for to make his sister happy again.

He'd ditch the early bird and the monkey for two Pokemon he ends up using later anyways (Flygon and Eelektross)
And like other rivals, he'll have a Pokemon that's either Grass, Fire, or Water to help cover his bases, and like his starter, it's a Unova native
And then he adds in Skarmory as a means of providing some kind of strategy, namely Stealth Rock

They're pretty mediocre designs, and the way they're presented to the player as a crutch to help with the first gym is just lame. For a game that claims to be aimed at older fans to give the player such an overbearing lesson on type matchups just comes across as patronizing, and these Pokemon will always have that hanging over their heads.
