Smogon stall is a slow burn playstyle based on staying alive first and foremost. It's less about "winning" and more about "not losing". But you still need to take turns to inflict status and stuff because you can't win by simply not losing.
And it isn't a singles thing, but a Smogon thing, because it's made possible by the lack of a timer.
Cart stall is different because there is a timer, and when the timer runs out, the winner is chosen by whoever has the most living mons or HP remaining. Wasting time is a wincon in and of itself rather than a side-effect of trying not to die.
