Sonia gave a throw away line about them not liking humans. Even without that excuse GF made a mythical pokemon designed around portals just so they wouldn't have to write why the local legends and one of a kind pokemon are popping up all over the world. They also have alternate universes to pull from if they want to justify legendary pokemon that have been canonically caught like the gen 5 box legends.

Its the most soulless decision GF has made regarding the franchise

I actually like how fossils are in the wild. They are fossils that have existed for a long time. Eventually bringing back enough would cause a good population to appear. It is only there too. It isnt like Kanto has hundreds of Kabuto or anything.
I would complain if the Galar fossils were there since only Cara makes them and it seems like the player is the only person with those fossils.

The musketeers have always been wary of people. Their PokéDex entries all talk about how they fought against humans in the past. The anime and manga both have them be similarly aggressive towards people.
