Is there some sort of pokemon map creator you can use without actually having to know how to code/hack a rom? I'd love to just create some pretty city's like the one in OP but I'm not interested in rom hacking

You can make a map in RPG Maker XP without coding anything. If you ever want to code later, the option will be there.

Nice, but I'm guessing you have to import the assets (like the pokemon crystal graphics) into RPG maker yourself?

Instead of creating an RPG Maker project from scratch.. You can download Pokemon Essentials which is basically a barebones project with lots of Pokemon stuff. It has some tilesets (graphics / assets) already.
