Absolutely. The lifeless, soulless 3d models and awful turning animations are part of why these games look like shit.
Just make it so the protagonist looks "generic" in the cutscenes, or don't have them in the cutscenes at all.

They could just reserve 2D for special character moments or for the legends. But OP, that would require more effort or more staff, so GF is never going to do that.

Yes, though they would all have to specifically exclude the player characters because of customization. There's also the fact that they'd never be long, probably only used for things like the opening "World of Pokemon" speech and certain important character introductions like the champion and cover legendaries at the very most.

The anime aesthetic clashes heavily with the visuals of the game.
If they are going to do 2D cutscenes it needs to be in a similar style to how the game actually looks.
