It's flame will go out when it dies and will fade when it's poorly, so people figured that if it's flame got snuffed out the it would just die on the spot. I think there was also something in the anime about Ash tyring to shelter Charmander from the rain after it had taken a pounding or it was ill which could have fed this idea.
