It absolutely shits on anything with lower speed than it, being the fastest Spore user in the game. It can run a variety of different sets, including a poison heal + leech seed + substitute set that is LITERALLY unkillable for anything slower than it, a swords dance sweeping set that can kill faster Pokemon with mach punch, with one of the most powerful attacks in the game (technician boosted STAB bullet seed), or even a sub revenge killer set.
Breloom definitely could use better stats, though. Even though it'd still barely make OU now, its 130 base attack isn't anything special anymore, and 70 speed really holds it down. Either +10 attack or +10 speed would keep it going in OU for another generation or two.
