Ideally, the only relevant Pokemon simulator in existance should replicate the rules on cart. The lack of an official 6v6 meta outstanding, all the other measures are just window dressing.
So yes, they should all be banned, for the sake of consistency. Just like smogon does when they ban individual pokemon instead of abilities even though the ability is the only thing that makes it broken (see Blaziken and Darmanitan-Galar)
