It's a little overrated.
It only blocks physical moves and can only restore once per hailstorm.
I remember early on when Showdown misunderstood what the ability did, it seemed insanely broken. Eiscue was immune to physical attacks in the hail.

It also is only able to restore it's ice face form once per hailstorm, so it's not actually that big of a deal to beat.

I'd say no but also yes. Assuming you are using it as a belly drum sweeper and facing off against a physical attacker you can sweep if they break your ice face. When ice face is broken it changes it's BST to become faster (near triple speed) but less bulky. If this happens I'd say eiscue can potentially be better than mimikyu.

Generally though mimikyu is better since you know it's ability will protect you from any one damaging move without fail. Less set-up and being consistent is better overall.
