Jynx, along with Magmar and Electabuzz are part of an unofficial trio of humanoid elemental embodiments. They are rare and only appear lategame (if even that) despite their mid stats.

Unofficial is the key word here.
Magmar and Electabuzz were version exclusive counterparts. Jynx was only availble as an in-game trade making her more akin to Mr. Mime also only available the same way. The only real connection Jynx, Electabuzz and Magmar have is that they were capable of learning the elemental punches and that they all recieved baby forms in the same generation. Other than that, Jynx was disassociated from them pretty quickly.

Pokémon was originally going to be a Dragon Quest like JRPG and the three of them were going to be NPC’s that teach you Thunder Fire and Ice Punch respectively because ice fire and thunder are the most common element types in rpg’s, Jynx however was probably going to be something else and they scrapped whatever yokai was originally going to teach you Ice Punch because she was programmed far later than Magmar and Electabuzz
The bird trio and to some extent the eeveelutions also follow this

Jynx and Mr. Mime are not correlated. There are lots of ingame trades. In the Green version it is not an ingame trade, it is a wild pokemon, further proving it was not intended to be any kind of counterpart to Mr. Mime

You listed more proof in your own post that Jynx makes more sense with Electabuzz and Magmar, even if they dropped it after gen 2.

Jynx is the best rental Pokémon you can get for Dynamax Adventures because it has Lovely Kiss. The only other rentals who have sleep-inducing moves are Haunter and Noctowl with the less accurate Hypnosis, Musharna with the cumbersome Yawn, and Grimmsnarl who needs to Gigantamax to use G-Max Snooze which doesn't even induce yawn status 100% of the time.
