Before Surge, you can catch a Chinchou on Route 25/Magikarp on the dock leading to the SS Anne to deal with Misty. For Surge, you can fish for a Goldeen in Vermilion, which can learn Fishious Rend by the move relearner.
After that, you should have a decent number of captures (ideally zero deaths) but Erika will fuck you if you're not prepared. And if not Erika, Silph Co right after.
