>>45411544Effectively speaking, you could consider them a sub-category. They're legendaries in all but how you get them. That being, event-exclusive within their own generation, though certain ones (such as Deoxys) became normally available in-game later.
I personally lump them in with legendaries since they're that in all but name, but the Mythical tag basically just means event-exclusive and nothing more.
