One Scizor, damage by fire moves halved
One Tornadus, hurricane abuser
One AV Goodra. Of course it must be a girl.
One Conkeldurr. Tornadus has rock type weakness and you just invite strong rock moves to crush your team otherwise. Plus, weather changer like Tyranitar fear either powerful fighting moves or changers like Torkoal fear to activate its guts ability.

Rain teams don't have to have everything abuse the weather, so sure. In fact it'd be pretty stupid to do that.
If they must abuse the weather you could have Pelipper, Toxicroak, Heliolisk, Armaldo, Shiinotic and Jynx. 12 types.
