Shifted towards Pidgeot later to avoid giving him a canon starter choice. It's his highest leveled PKMN in HG/SS and there was an event in gen V where you could get a Champion's signature Pokemon with their original moveset, and Blue's was his Pidgeot.

He only has it if you pick Scorbunny. It's replaced with either Rhyperior or Seismitoad if you picked either of the other 2.
