It's not designed to be purposefully bad like Unown is, but it's far beyond the level of other simply "bad" pokemon like Beartic or Bellossom or Maractus or whatever. It is incapable of supporting a team, it can't deal damage, and it can't take a hit.

It has worse coverage and STAB options than other pokemon with boosting like Z-Drum Azumarill in 7 or Mega Kangaskhan in 6 or whatever. Terrible type and middling speed.
Realistically it's only ever going to run PuP and Drain Punch/Roost in the second slot. Your strongest Bug STAB is Bug Bite since U-turn switches you out and you lose your +4 attack, so you'll probably skip it. Your best Flying STAB will probably be Dual Wingbeat or something, assuming it gets it when it arrives in Gen 8. So your last slot might be something like Knock Off or something. idk.
