Zorarok was mostly defined by its gimmick ability and had really below average stats, making it not worth using. It was event only, meaning you needed to go out of your way to get it, and it was pretty much impossible for the average player to use one on their first BW run. The movie's plot also wasn't that good and there was no new Smash game at the time.
I think if Zoroark got the same level of shilling Incineroar did on top of slightly better stats and/or fairy typing, it would still be seen today, but that's just me. I still like it even as a failed shillmon though.
