Even people in Sinnoh don't really know about them, outside of myth and old folklore. They're higher beings that just happen to have a connection to Mt Coronet, they don't appear for mortals except in special protagonist circumstances.
It's nothing at all like Ho-oh, or the Tapus where they actually are local deities that people KNOW exist, even if they aren't seen regularly.
