Likely due to the Region being a big new one and its use as series to give people certain pokemon.

New region stuff that aren't just random Japanese Islands, Ranger games, might be major enough worldwise to get it that title.

With that massive Nintendo leak, we found out that GF got reprimanded by Nintendo for how taxing PSS was on their servers. Probably plays a factor in why we didn't get Kalos 2. Also, unlike other remakes, ORAS got little attention by the rest of the franchise.
With those facts in mind, ORAS probably wasn't planned until late into XY's development, where GF wanted to throw a bone to the hoennbabbies. Thus it took priority over Kalos 2, and then when SM's development ran into problems (which we know happened via interviews) they just shelved Kalos 2 entirely to get SM done in time.

Scorbunny isn’t a new form of a previous Pokemon, Ash Greninja, Zygarde-10% and Zygarde-Complete are forms introduced in Gen 7 of Gen 6 Pokemon.

Fuck now I hope they bring something of equal online value to next mainline which is brining more money in on switch instead of the messes they've been doing recently. Also yeah that reason plus SM's issues, "Ok we no longer doing the regular league we hinted at in teaser mentioning champion (whose mentioned strength likely meant it was the Leon equiv being another thing pushed back by a Gen) and doing a whole new thing so gotta rush", would explain Gen 6 being cut short.
