Why did they make him a mute in later games? He clearly wasn't a mute in Pokemon Red as he answers questions and instructs his Pokemon to use attacks.

He pretty much was a mute though. The only 1st person diolouge is the comment about the film on TV at home and a comment about how dad would like a games console. Rest of the time was very much the player filling in mentally what Red would say. When they brought him back, they leaned into not canonising his personality or team which extended to not giving him dialogue to keep the player's image of him valid.

He speaks in Masters though, even explains why he is so silent. That was pretty funny, pity it wasn't in the main series but a mobile game.

It's not much of a joke

It's like if a Zelda game had a past Link as an NPC and he was still mute as an NPC.

Being mute only works for playable characters, because it can be inferred that they are in fact talking and it's just left to the player's imagination what they're saying.

In Gen 2 it was to not give him a fixed personality as >>45426576 says.
In Gen 4 it was because it remade Gen 2.

After that it was them acknowledging the fanbase's perception.

I dig that Masters at least acknowledges its not a real thing in-universe so both sides can have what they want.

He feels words are unnecesary.

He probably actually isn't a mute since he does have to instruct his Pokemon but since they had years of just him being silent they figured they might as well roll with it since it makes him stand out
If they made him suddenly speak they'd have to give him some kind of personality and they have to figure out how he speaks, or give a reason as to why he is the way he is

There's also an NPC in the same game that calls him talkative. The Copycat mimics what Red is implied to be saying to her. All of the dialogue when inspecting stuff, like "crammed full of pokemon books!" and the Stand By Me reference is also in Red's voice.

Blue also remarks that he's a chatty gossip or some such in FRLG when he gives you the fame checker. It comes off as sarcasm implying Red keeps to himself, but you could take it literally since Red asks literally everyone about their business and strikes up a conversation with everyone he meets when under player control.

Honestly hes not that much of a blank slate, hes clearly not certain personality types like "bubbly." I think him and Rosa are probably the two protagonists with the most defined character, mostly due to masters for the later.
