If it looks like a literal child, it's a loli, and falls under pedophilia.
If it looks like a teenager, it's not a loli, and falls under hebephilia. (traditionally ranges 11/12-15)
If it looks like a very young adult, it's also not loli, and falls under ephebophilia. (Traditionally ranges 15/16-20)
Note that those ranges are descriptive, not prescriptive, and outliers exist.
Essentially, it's gotta be prepubescent to actually be a loli. That means the whole 9 yards; flat/very small chest, more childlike proportions, ect.
Any character in the middle of puberty isn't a loli. Note that some characters may display some symptoms of being a loli, but not others. In general, any sign whatsoever means no-longer a loli, but do note that very small breasts still fall within loli. Because it's fiction, we have to rely more on the visual aspects than physiological, meaning those two are most important. Proportions are important!
In fiction, you cannot rely on psychological aspects, because the characters are written by adults, and very likely not adults with any sort of degree in child development or psychology.

Game developers, again, are generally not degreed in any field related to child development, and likely couldn't pick an 11 year old from a crowd of 14 year olds if their lives depended on it.
By this series of explanations, the only pokemon protagonist to actually be a loli for certain is whats-her-face from Let's Go. The chicken and Lyra are debatable cases.
Further, Serena and Hilda specifically likely fall under the young adult, ephebophilia definition.
