Pokemon is now for the 2016+ normies and zoomers who started with Go. It's why they abandoned Z Moves and Mega Evolutions in favor of implementing a raid system from Go to the main series.
Doing any sort of social movement means nothing when they already invested this much into the current segregation that we have. I'm pretty sure if you asked someone from game freak 20 years ago what will happen if pokemon stays alive for too long how they will implement 1k+ pokemons in one game, they would still come up with what we have today. Pokemon Go was the main breakthrough to change the system and capitalize on the mainstream as much as they could.
