I don't think they have an inherent bias towards stall, but you're delusional if you think they don't have a bias towards Toxapex. The amount of vanity suspect tests they've done to delay the suspect test are ridiculous. It'll never get looked at now that CT is out.

They think that any suspect or ban of an offensive Pokemon means that they only did it because that Pokemon must beat stall. They don't realize that most offensive mons are banned because of how they can usually shut down opposing offense teams.

Dugtrio still needs to switch in, and it can't reliably do that because Toxapex, let me repeat, fucking TOXAPEX, two-shots it with two Scalds, or with Knock-Off and Scald.
Dugtrio can't OHKO Pex, which means that Dugtrio can't win the matchup unless the Pex player fucks up. And if the other player needs to fuck up, your mon is not a counter.

1. Teleport was useless before gen 8, and Dugtrio has been banned in every gen it existed other than gen 3.
2. The only mon with U-turn slower than Toxapex is Sentret.
3. The only mons with Volt Switch slower than Toxapex are Alolan Geodude, Klink, and Nosepass. Alolan Graveler is speed tied with Pex.
