Former, because Game Freak might eventually come to their senses and gave it a few moves it needed. They never bothered touching stats since the move to 3D, and they only increased the most proficient stat of select Pokémon by 10 points.

Don’t get confused. Also, Game Freak ignores any non-kanto Pokémon that aren’t popular, don’t know what went into their head when they gave Ledian Iron Fists despite having stupid high sp def and very low BST, of which physical attack is lowest.
