Even if it was, it still doesn't preclude the fact starters are the face of a region or that they earn more money than most other pokémon in a Generation.

regonal forms are just gamefreak jacking off kanto
they have nothing to do with "saving a shitmon" asides from most of the pre gen 5 pokemon being super underpowered these days due to the absurd amount of powercreep since gen 5 came out
