His experiences shaped him, and rather than blaming the abusive people in his life, he believed emotion itself was the cause of all strife. Which, in a way, he wasn't really wrong about. Abusive people are driven to be that way by their emotions, after all. It's very likely that he saw abuse as a symptom and emotion a disease, and saw little point in trying to address those symptoms when the disease itself would continue to proliferate. His inability to relate to others likely kept him from understanding the value of emotion as well.
As for the subject at hand, I think two major things contribute to the impression that he's quite a bit older than he really is. Firstly, body language, or what little we see, anyways. The artwork in OP features him with his hands behind his back. In Asian countries this is generally a stance associated with powerful, but also older men. Second and more obvious, IMO, is his sunken in face. It makes him look physically older, though I think it's more meant to imply malnourishment. Intense fasting is common in cults, and I would suspect Cyrus would frequently deny himself the pleasure of eating as he'd consider it yet another emotional stimulus. Just my thoughts, though.
