Yes, I've debated with myself about getting them from VC RBY too, I just need to look into it. I extend far past the cover legos though with celebi, the regis etc being past hunts.

Yes and no. Shininess in Gen II was based on the Pokémon's DVs (IVs), but if you caught a Pokémon in RBY and it had the correct DVs to appear as shiny in GSC it would be as such. This also works if you happen to get one in the VC releases with the correct DVs and toss it into transporter.

Easiest way would be to test both the speed in battle and then see if the HP value matches up with a possible shiny DV spread. I hunted Articuno like that.

Yeah a Moltres with 150/105/105/140 will be shiny when transferred. I think a few other combinations are possible too
