Shedinja does 3 specific things.
First, it's a format assassinator. This aspect of Shedinja is good, in metas that settle in such a way that it can utterly fuck them over, because the idea of off-the-cuff coverage is alien, Shedinja can punish that, and shake things up. There's a reason it sees more play in Ubers than any other format.
Second, it's a mindgame pokemon that encourages opponents to take certain behaviors that you can exploit.
These two functions are what Shedinja does perfectly well as is. Buffing it does not help Shedinja accomplish these, and in fact can backfire and make it harder.
The third thing Shedinja does is act as a floating win condition for any team that manages to lure and cripple/kill every answer to it on an opponent's team. This is Shedinja's role in single player, and it is probably THE single most boring, passive, and flow-chart pokemon there. Buffing Shedinja in any way only really supports this aspect of Shedinja in competitive. If it becomes a threat, it can't assassinate metas, and if it becomes common, people will learn to handle it smartly. Shedinja ONLY works in a fun, engaging way because of its relative scarcity. Making Wonder Guard also act as your choice of Overcoat, Immunity, or Magic Guard unironically nerfs Shedinja, because now people will start prepping for it.
